A Platform With a Thirty-Five-Year Backstory

Most AI products for the development sector begin with a model and go looking for a problem.

ScaleX Labs began the other way round.

The analytical instruments inside our platform were not designed for software. They were designed for evaluators, tested across more than fifty impact evaluation studies, and refined over three decades of multilateral practice before a line of code was written.

They came from the Global Institute for Development Evidence (GIDE) — the institute that is, in the most literal sense, our predecessor.

This is the story of that relationship: where it came from, how the two institutions divide the work, and what that arrangement is designed to produce.

1. The Genesis: Three Decades of Development Evidence

GIDE began in Nairobi, Kenya, as the African Pesticide and Environment Management Foundation (APEMAF). It was reconstituted in 1990 as the African Biodiversity Institute, and became GIDE in 2014.

During the 1990s, the institute ran master’s and PhD programmes for African scholars through a consortium of fourteen universities and the United Nations Environment Programme. The programmes focused on environment and natural-resource economics and household economics.

Between 1990 and 2012, GIDE completed more than fifty impact evaluations, applying:

  • Systematic reviews
  • Performance evaluation
  • Environmental impact assessment
  • Natural-resource accounting
  • Quantitative greenhouse-gas analysis

This work contributed to evidence informing international agreements and processes, including the UNFCCC and the Kyoto Protocol.

From 2010 onward, GIDE expanded its focus beyond Africa to Asia and broadened its mandate from environmental issues toward evidence-based practice for inclusive green growth.

From Africa to Asia

That expansion is not simply historical context. It is part of GIDE’s current practice.

Capacity-building and training engagements in Asia, including Afghanistan and India, now sit alongside the African portfolio.

That experience directly shapes the platform.

A tool that must work for a provincial team in Afghanistan and a state-level programme in India has to be designed for real-world constraints, not demonstrations.

2. The Instruments Behind the Platform

Between 2013 and 2021, GIDE developed a set of analytical instruments that now form an important part of the intellectual foundation of ScaleX Labs:

  • Gender Transformative and Rights-Based Approach (GTRBA)
  • Gender Transformative Tool (GTT)
  • Scalability and Replicability Analysis Tool (SRAT)
  • Results Measurement Frameworks, including Theory of Change and Logical Framework architecture

These instruments were introduced to the African Development Bank on our founder’s initiative, customized for the African Climate Change Fund, and are now applied across more than twenty-five African countries.

We name that provenance openly.

Our founder’s forty-five-plus years of multilateral experience span the FAO, UN Economic Commission for Africa, Harvard Institute for International Development, World Bank, and African Development Bank.

The instruments carry the fingerprints of that experience.

3. The Problem: Rigorous Method Has a Throughput Problem

Rigorous methodology has a throughput problem.

Applied properly, a gender-transformative assessment can take a skilled evaluator days per project. The same is true of a serious scalability assessment.

Now consider a portfolio containing hundreds of investments, often with:

  • Limited evaluation capacity
  • Tight reporting deadlines
  • Distributed project teams
  • Limited specialist expertise
  • Intermittent connectivity

At that point, the central constraint is no longer:
What is the right method?
It becomes:
How many times can we afford to apply it properly?
This is the problem ScaleX Labs was built to solve.

4. Why ScaleX Labs Exists

ScaleX Labs is an integrated Responsible AI platform for development professionals of the Global South.

The platform is designed to make rigorous development methodologies more accessible, repeatable, and scalable without removing professional judgement from the process.

Our systems are offline-first, because the practitioners we serve are not always online.

And they are built around one non-negotiable principle:

AI must strengthen development professionals of the Global South — never replace them.

6. Why the Separation Matters

The separation is deliberate, not cosmetic.

Methodological authority should not sit inside the company that sells the software built on that methodology.

Keeping the evidence standard within an independent institute means that the standard can be:

  • Published
  • Examined
  • Challenged
  • Validated
  • Revised independently of the commercial interests of the platform

It also creates a clear line of accountability.

When ScaleX Labs reports a gender-transformative score, a scalability assessment, or another analytical judgement, there is a documented methodology behind that output.

The methodology was not created simply to serve the product.

7. The Operating Principle

The relationship can be summarized simply:

GIDE validates.
ScaleX Labs implements.
Development professionals decide.

Both institutions operate against the same evidence standard, while maintaining distinct responsibilities.

The result is a model in which decades of development expertise become scalable technology without turning professional judgement into an automated decision.
