Dr. Alfred Latigo
Chief Innovation Architect
Dr. Alfred Latigo heads the Management Team, bridging GIDE and ScaleX Labs. Founder of GIDE — the evidence institute behind the GTRBA, the Gender Transformative Tool (GTT), the Scalability and Replicability Analysis Tool (SRT), and Results Measurement Frameworks — he now leads their transformation into ScaleX Labs’ AI-Powered MEL, GenTraQ™, GrantIQ™, and the ScaleX Labs Academy.
Prof. Francis Ejobi
Regional Director, Africa Regional Office — Kampala, Uganda
Prof. Francis Ejobi is a veterinarian and Professor of Veterinary Public Health and Epidemiology, and founding Director of Graduate Studies, Research and Innovations at Soroti University, Uganda. He holds a Bachelor of Veterinary Medicine (Makerere University), a master’s in veterinary public health (University of Nairobi), and a PhD in Environmental Toxicology and Food Safety (University of Saarland, Germany).
Over 34 years at Makerere University, he rose from Teaching Assistant to full Professor, serving as Head of the Department of Biosecurity, Ecosystems and Veterinary Public Health and as a member of the University Senate. A recognized authority in the One Health approach, he developed and operationalized Makerere’s One Health Residency program — the first of its kind in the world — with USAID funding. He has collaborated on research and study-abroad programs with several US universities, including North Dakota State, Iowa State, Michigan State, the University of Georgia, and Mississippi State.
His research spans One Health, antimicrobial resistance, biotoxins, and the epidemiology of zoonoses, including Highly Pathogenic Avian Influenza, Brucellosis, and Cystic Echinococcosis. He has won numerous competitive grants and consultancies from FAO, WHO, IAEA, the European Union, and AU-IBAR, among others; supervised 45 master’s and 4 PhD students to completion; and published over 64 peer-reviewed papers.
Prof. Ejobi is a Fellow of the Uganda National Academy of Sciences, a certified Environmental Impact Assessor, a board member of Uganda’s National Environment Management Authority (NEMA), and a founding board member of Veterinarians Without Borders–Uganda. Widely travelled across Africa, Europe, Asia, Australia, and the United States, he brings deep regional and international networks to the role.
As Regional Director, he coordinates the joint presence of ScaleX Labs and GIDE across Africa, drawing on his earlier service as GIDE’s Regional Coordinator.
Sarah Latigo, ICSA, MBA
Co-Founder and Director Administration & Finance
Sarah Latigo leads ScaleX Labs’ finance, administration, and corporate governance functions. She directs day-to-day financial operations — bookkeeping, payroll, payables and receivables, cash flow, and budgetary controls — and holds the corporate secretarial function, covering statutory records, Board and International Advisory Council documentation, and Delaware compliance. She also administers consultancy agreements and procurement and builds the budgets and financial projections behind grant proposals and institutional partnerships.
Sarah brings more than 15 years of finance and administration experience across the United Nations system and the private sector. At UNEP she built an automated trust fund database that reduced donor arrears by 45%, and at the UN Economic Commission for Africa she developed a financial manual for the UN Clinic in Ethiopia projected to cut health costs by 15%. She serves concurrently as Chief Financial Officer of JB World.
Ms. Esther Obaikol, LLB
Designated Regional Coordinator, Eastern Africa, Regional Office for Africa, Kampala, Uganda.
Currently serving as Strategic Advisor to the ScaleX Management
Esther Obaikol is ScaleX Labs’ designated Regional Coordinator, Eastern Africa, currently serving as Strategic Advisor. A Ugandan lawyer, regional strategist and development executive, she brings more than 25 years of experience in programme leadership, institutional reform, strategic partnerships, gender equality, land and natural-resource governance, and evidence-informed policy across Africa.
Esther has led complex multi-country programmes and advised governments, regional bodies, development partners and civil society organisations, including IGAD, UN-Habitat’s Global Land Tool Network, the FCDO Land Facility, World Bank-supported programmes and the Millennium Challenge Account Lesotho. Her work spans Southern Africa, Eastern Africa and the Horn, where she has built high-level partnerships, shaped regional strategies, strengthened institutions, and designed monitoring and accountability frameworks. She is recognized for building high-trust partnerships, translating policy into practical delivery systems, and mobilizing multimillion-dollar development financing.
At ScaleX Labs, Esther supports regional positioning, market entry, partnership development, pilot facilitation and stakeholder engagement across Ethiopia, Kenya, Rwanda, Tanzania and Uganda. She brings a distinctive ability to connect responsible AI innovation with the realities of development delivery, helping ensure that ScaleX Labs’ solutions are credible, inclusive, locally grounded and responsive to the priorities of donors, governments, NGOs, SMEs and development professionals.
Ms. Favour Nma Ozichukwu, BSc. (Human Resources)
Designated Regional Coordinator, Western Africa, Accra, Ghana.
Favour Nma Ozichukwu is an experienced Operations and Programme Management professional with close to a decade of experience driving projects, building strategic partnerships, and supporting organisations and SMEs across Africa and international markets to achieve sustainable growth and scalability. Her experience spans the intersection of technology, entrepreneurship, business development, programme delivery, and ecosystem development.
Throughout her career, Favour has designed, coordinated, and delivered multidisciplinary projects from concept through execution, developing business cases, supporting funding proposals, managing diverse stakeholders, and navigating complex operating environments across Africa, Europe, and North America. She brings a strong ability to translate strategic objectives into actionable programmes while building the relationships and partnerships required to move initiatives forward.
As a Tech Development Promoter and ecosystem-focused professional, she has worked directly and collaboratively with organisations including the Ghana Enterprise Agency, GIZ, British Council, NEIP, UNFPA, UKAID, and other development and private-sector stakeholders. These engagements have given her a strong understanding of the African innovation ecosystem, particularly the opportunities and challenges facing businesses, entrepreneurs, SMEs, and technology-driven initiatives.
Favour is passionate about technology as a catalyst for business transformation, inclusive economic growth, and sustainable development in Africa. She is particularly interested in how technology, strategic partnerships, and operational innovation can help organisations scale and create measurable impact.
With a degree in Human Resource Management and extensive experience in operations, programme and portfolio management, stakeholder engagement, and project leadership, Favour brings a practical, relationship-driven approach to strategic advisory work. Her growing network and experience across Anglophone West Africa position her to support organisations seeking to establish partnerships, understand local markets, engage key stakeholders, and expand their footprint within the region.
Ms. Melissa Nyachwo, BSc. (Tel. Engineering)
Program Officer, Regional Office for Africa — Kampala, Uganda
Melissa Nyachwo came to Responsible AI by way of infrastructure. She trained as a telecommunications engineer at the Uganda Institute of Information and Communications Technology and began her career at Uganda Telecommunication Corporation, where she learned how networks reach people in practice rather than in theory — and that infrastructure is only as good as the people it serves.
She has since built and run businesses, founding Wuzzi Creations in 2014 and currently serving as General Manager of a quarry excavation operation. Both taught her the same lesson: operations are where good intentions either become real or quietly fall apart.
At ScaleX Labs, Melissa manages the day-to-day running of the Regional Office for Africa in Kampala — answering partners, moving programs, and ensuring that what is promised in a proposal shows up in practice. She brings engineering fundamentals, operational discipline, and proximity to the users the platform is built for.
