Dr. Alfred Latigo, Founder & Chief Innovation Architect. He is a development economist, gender analytics pioneer, and environmental economic modeler with 45+ years of international development experience spanning FAO, the UN Economic Commission for Africa, the World Bank, and the African Development Bank (AfDB). ScaleX Labs LLC — a Delaware-incorporated AI innovation company building responsible AI tools for global development, purpose-designed for the Global South.

What distinguishes Dr. Latigo from other AI development practitioners is not that he learned AI and applied it to development. It is that he spent five decades building the actual predecessor instruments — "Green" Economic Models linking GHG emissions to GDP, Gender-inclusive Micro-Macroeconomic Computable General Equilibrium (CGE) Models, Results Measurement Frameworks, and Gender Transformative Measuring Tools — that ScaleX Labs now scales through AI. Every platform has a proven analogue that Dr. Latigo built by hand, at institutional scale, under real field conditions, for real funders. Dr. Alfred Latigo

Founding Chair, ScaleX Labs

Dr. Alfred Latigo is a development economist, gender analytics pioneer, and environmental economic modeler with more than 45 years of international development experience spanning the Food and Agriculture Organization (FAO), the UN Economic Commission for Africa, the World Bank, and the African Development Bank (AfDB). Dr. Bwalya K.E. Ng'andu

Dr. Ng’andu is a shareholder of PowerPlus Logistics Limited, an energy trading company, BritePay Zambia Limited, an emerging payment system aggregator and Pronghorn Capital Partners, a private short-term trade and long-term finance sourcing company. He chairs the Boards of PowerPlus and BritePay and sits as director on the boards of Pronghorn Capital Partners, Goldman Insurance Limited and Dynamic Concepts Limited, a leadership and corporate governance development company.

He has a long career, spanning over thirty years, in banking, international organisations, the private and public sectors. He served as Minister of Finance of the Republic of Zambia (2019 to 2021). Prior to this he was the Deputy Governor, Operations and the Registrar of Banks and Financial Institutions with the Bank of Zambia, the country’s Central Bank. In the course of his career, he has held a number of senior executive positions in various organisations among them, Managing Director of the Development Bank of Zambia, Managing Director of the National Savings and Credit Bank, Director General of the Zambia Investment Centre, Chief Technical Advisor with the United Nations Office for Project Services and Director of Personnel with Barclays Bank of Zambia Limited.

As Minister of Finance, he represented Zambia as its Governor on the Boards of the International Monetary Fund, the World Bank, the African Development Bank, the African Export and Import Bank and Chairman of the Board of Governors of the Trade Development Bank, a major trade and development regional bank for Eastern and Southern African countries. His extensive boardroom experience includes serving on boards of numerous private and public sector companies and organisations cutting across many sectors including banking and financial services, insurance, power generation, agriculture, investment and trade promotion. Notable among the institutions he served are the Zambia Electronic Clearing House (Chairman), The Economic Policy Management Programme at the University of Zambia (Chairman), Financial Sector Development Plan and Implementation Committee (Chairman).

Dr. Ng’andu is a Rhodes Scholar and holds a Doctorate in Applied Psychology from Cranfield University, MSc. in Ergonomics from University of London, MPhil in Economics from Monarch Business School and BA from the University of Zambia. He a qualified as an Associate of the Chartered Institute of Bankers of England and was subsequently elected a Fellow of the Institute as well as a Fellow of the Zambia Institute of Bankers.

Prof. Jules Dégila

Jules Dégila is a professor of computer science at the Université d'Abomey-Calavi in Benin and one of Africa's leading voices on digital transformation and responsible artificial intelligence. He holds a Ph.D. in electrical engineering from École Polytechnique de Montréal, with nearly 20 years' experience spanning academia, industry, and government across North America, Europe, and over 20 African countries.

His research covers artificial intelligence, the Internet of Things, cybersecurity, and blockchain, with over 80 international publications, and his teaching and doctoral supervision have formed a generation of African scientists. He has led technology teams for multinational telecom operators, advised the Presidency of Benin on digital economy policy and on ethics and quality in higher education, and contributed to EU- and World Bank-funded innovation initiatives. Rooted in Francophone West Africa and bridging linguistic divides, he brings the Board deep scientific expertise and a career-long commitment to ensuring emerging technologies strengthen African capability.

Dorothy Opany, FCCA, CPA

Dorothy Opany is a finance professional with expertise in grants management, financial governance and operational process improvement within international organizations. She has a strong track record in strengthening financial controls, enhancing compliance, and supporting the effective management of contributions within multi-donor settings. Dorothy has contributed to system implementation initiatives, including UNISON, and is actively engaged in organizational readiness for IPSAS 47 adoption.

She brings experience in developing standard operating procedures, improving reporting accuracy, and collaborating across functions to drive efficiency and transparency. Based in Budapest, Dorothy is committed to continuous professional development. She is well positioned to contribute to advisory and governance capacities, supporting accountability, strategic decision-making, and sustainable financial management. Rachel Brock, MSc.

Rachel Brock is a gender and development expert with over 8 years of experience supporting organizations on strategy, programming and research for gender equality in development and fragile contexts, with particular expertise in private sector development and artificial intelligence (AI). She currently leads projects for UN Women related to gender equality and supply chains and is an Adjunct Professor of International Development at Sciences Po Paris. She has also held advisory and technical roles with the OECD, CGIAR, Fledge Business Accelerator, Institut des Relations Internationales et Stratégiques, and the Huairou Commission. In addition, she has conducted projects for diverse clients including the EU, a leading global foundation, the University of Pennsylvania, Cornell University, and various companies and start-ups. Rachel specializes in strategic planning, gender analysis and integration, research grounded in feminist principles, social impact strategy and measurement, and monitoring, evaluation and learning (MEL) systems. Bringing governments, multilateral institutions, the private sector, civil society and academia together around common goals underpins all of her work.

A dual US/Czech citizen, Rachel is primarily based in France and speaks English, French and Spanish. She holds a master’s degree in international development from Sciences Po Paris and a BA from the University of Pennsylvania.
